Weeks 1–2 — Inventory and rationalization. We extract the full RDL catalog with usage logs from ReportServer, flag unused reports (often 30%+ have not run in 12 months) and group the rest into consolidation candidates.
Weeks 3–4 — Pilot. Ten to fifteen representative reports are migrated end-to-end, validated side by side against SSRS output, and signed off by business owners. This fixes the patterns: semantic model design, RLS, naming, workspace structure.
Weeks 5–10 — Factory migration. Remaining reports move in weekly waves. Pixel-perfect operational reports go to paginated reports; analytical reports are rebuilt as interactive Power BI pages, usually consolidating several RDLs into one model-driven report.
Final 2 weeks — Cutover. Subscriptions are recreated, SSRS is set to read-only, then decommissioned after a parallel-run period.
Can SSRS reports be converted automatically? Microsoft's RDL Migration Tool publishes RDL files to the Power BI service as paginated reports, and it is a useful accelerator for pixel-perfect reports. It does not redesign datasets, fix deprecated data sources, or turn operational reports into interactive analytics — that is where the real work is.
Do we need Premium or Fabric capacity for paginated reports? Paginated reports are available in Pro workspaces since 2023, but heavy scheduled rendering and large exports are far more economical on Fabric capacity. We size this during the pilot.
What happens to our data-driven subscriptions? Standard subscriptions map directly. Data-driven subscriptions are rebuilt with Power Automate, which usually improves them — dynamic recipients, conditions and formats without SSRS Enterprise edition.
How long does an SSRS to Power BI migration take? A 200–400 report estate typically lands in 8–12 weeks with our factory approach, because rationalization shrinks the real workload to a fraction of the raw count.
Is SSRS going away? SSRS 2022 is the last standalone release with support into the early 2030s, but it is in maintenance mode: no new features, and Power BI Report Server requires Software Assurance or Premium. Migrating on your own schedule beats migrating on a deadline.
