The Challenge

Fraser Health Authority, serving over 1.9 million residents in Metro Vancouver and the Fraser Valley, had accumulated over 500 Crystal Reports across more than a dozen business domains spanning clinical, financial, and operational functions.

These reports ran on SAP BusinessObjects Enterprise infrastructure requiring local installations, manual distribution, and significant administrative overhead. Governance was fragmented and the long-term sustainability of the BOE environment was in question. The organization needed to modernize without disrupting active clinical operations or regulatory reporting obligations.

Scope and Approach

Prolytix applied a four-stage process across all migration phases: Report Selection and Scoping, Data Mapping and Lineage Documentation, Report Development and Side-by-Side Validation, and Business Sign-Off and Ownership Transition.

Power BI Paginated Reports were chosen to preserve the pixel-perfect layouts required for regulatory reporting. A unified semantic model consolidated fragmented data sources, delivering consistent metric definitions across all departments for the first time.

Delivery and Validation

Each report was validated side-by-side against its Crystal Report equivalent using identical parameters, reconciling record counts, aggregate totals, and exception cases. All production reports were formally signed off by business owners before go-live.

A Dev to Test to Prod workspace pipeline was deployed with role-based security groups and controlled promotion requiring documented business approval at each stage. Native Row-Level Security replaced the fragmented Crystal/BOE security model.

Outcomes

All five migration stages were successfully completed. The full migration eliminated every BOE infrastructure dependency, reduced reporting validation effort by 30-40%, and replaced local BOE installations with secure browser-based access across all user groups.

Fraser Health now operates a single governed Power BI environment with certified datasets, role-based access controls, and a self-service analytics layer that business teams use independently for routine queries across all domains.
